Does the National Consumer Helpline (NCH) Actually Work? Here is What the Data Says
Published: · By Arjun Mehta, Consumer Rights Researcher | AutoComplaint
TL;DR: Yes, NCH works for many consumer complaints, especially refunds and e-commerce grievances, but it does not guarantee a resolution. Department of Consumer Affairs data shows NCH facilitated ₹52 crore in refunds across 79,521 refund-related grievances between April 25, 2025 and January 31, 2026. It is a pre-litigation escalation, not a court.
What is the National Consumer Helpline?
The National Consumer Helpline is a pre-litigation grievance redressal mechanism run by the Department of Consumer Affairs, Government of India. It gives consumers a way to escalate disputes without immediately filing a case before a Consumer Commission. You can register grievances through the NCH portal, 1915, WhatsApp, the NCH app, UMANG or SMS, in any of 17 languages.
Once registered, NCH issues a unique docket number and forwards the grievance to the concerned company, regulator or authority. For companies in the NCH Convergence Program, responses are expected within 30 days. For a full walkthrough, see our step-by-step guide to filing a consumer complaint online in India.
So, does NCH actually work?
Yes. Government data shows NCH facilitated ₹52 crore in refunds across 79,521 refund-related grievances between April 25, 2025 and January 31, 2026, spanning 31 sectors. E-commerce accounted for the highest share, which matters because those are exactly the disputes where customer support often stalls.
That said, NCH does not guarantee a remedy. It acts as a formal intermediary between you and the company. If the company refuses to resolve the dispute, your next step is the appropriate Consumer Commission. Read our Amazon India complaint guide for a brand-specific example.
Why can NCH work when customer support did not?
A regular support ticket stays inside the company's system. An NCH grievance creates a formal escalation on a government-recognised platform. With more than 1,000 companies and organisations in the Convergence Program, the complaint reaches a channel that is tracked and reported.
NCH is especially useful when you have already:
- called customer care repeatedly;
- received scripted responses or broken promises;
- been promised a refund that never arrived; or
- had a complaint marked closed without the issue being solved.

NCH vs Consumer Court: what is the difference?
| National Consumer Helpline | Consumer Commission |
|---|---|
| Pre-litigation grievance mechanism | Formal consumer dispute adjudication |
| Facilitates resolution with the company | Can legally decide the dispute |
| Filing does not guarantee a remedy | Formal legal remedies may be available |

When should you use NCH?
Use NCH after you have given the company a fair chance to fix the problem and kept copies of your invoice, order details and communications. The typical flow is:
- Contact customer support and escalate internally.
- File a grievance with NCH, attaching relevant evidence.
- Track the grievance using your docket number.
- If unresolved, consider the appropriate Consumer Commission.

Is the National Consumer Helpline worth trying?
Yes. The government numbers show tens of thousands of consumers received refunds through NCH, with ₹52 crore facilitated in under a year. It is not a guarantee, but it is a structured escalation between "customer support is ignoring me" and "I need to go to a Consumer Commission". For many consumers, that is the missing step.
